Software is critical to the operation of satellites, ships, submarines, aircraft, tanks, missiles, command and control systems, and intelligence systems. Annual software costs for major defense systems, which were at about dollar4 billion in 1980, are now at approximately dollar10 billion, and are expected to reach dollar30 billion by the early 1990s. Software schedule slips and performance problems continue to afflict system development and evolution cycles. The substantial improvements that have been made in software productivity and quality over the last 25 years are not adequate to offset the negative effects of ever larger and more complex software. Furthermore, the growth in the demand for new software has outraced the supply of software professionals. While estimates of the current shortage and projections of future shortages vary, most agree that the gap is very real and will not be bridged very easily.
