Providing operational intelligence support is a highly matrixed structure of service and agency programs and organizations. To help ensure a well-balanced, coherent and fiscally sound intelligence program which is responsive to operational needs, DOD has pursued an aggressive approach to incorporate the U&S Commands' perspective into the Planning, Programming and Budgeting System (PPBS). This top down view and assessment from the theater commander in chief (CINC) level of the evolving intelligence structure will help ensure that individual programs are consistent with theater concepts of operations, mission support needs and the requirements for interoperability in allied and joint operations.
