The selection of system parameters to provide economical satellite services for rural areas involves many engineering trade-offs which are interrelated. This study attempts to segregate and address certain of these parameters individually. A discussion is presented of the following topics: satellite mass and type, launch vehicle, operating frequencies, earth station characteristics, and terrestrial interconnection.
