This article explains the reasons behind the US Air Force (USAF) move to integrate communications, command and control (C3) and data automation. To address the USAF's management of information resources in the 1980s a study was carried out. Four specific issues were examined: the explosive growth of information technology, the need to attract and retain skilled people, the impact of office automation, and the organizational imperatives resulting from the drawing together of the technologies of automatic data processing, communications and administration.
