For pt.I see ibid., vol.7, no.9, p.28 (1981). Part I discussed the utility of SBR in terms of some fundamental properties of radar operation and the space environments. This article takes into account the major functions an SBR will be tasked to perform, e.g. search, track, target classification, and designation for strike, and examines the phenomenological considerations of such a system.
