Discusses the vulnerability of the United States to the effects of electromagnetic pulses (EMP) which will result from a nuclear attack. It is required that such EMP would destroy the entire electrical power grid, wipe out communications and make computers useless in the first minutes of an attack. The problems of EMP protection are discussed with regard to the United States nuclear policy.
