It has been the basic principle of air traffic control (ATC) to keep the separation standard between two aircraft on the same air route. This paper proposes, as the fundamental measure of ATC, to adopt the collision risk, which makes clear the relationship between the separation standard and other parameters such as measurement accuracy, prediction period etc. Also described is an ATC procedure which is based on radar measurement and prediction by digital computer.
