For road lighting, of which tunnel lighting is a part, the mixing of requirements for comfort and safety has given rise to some confusion. The object of this paper is to clarify this, particularly regarding the use of the 'international standard object' as a criterion of visibility. Implementation of the results of research on visibility is discussed and in conclusion an indication is given of the major problems which remain, suggesting a form of international cooperation to help their solution.
