This paper will describe not only the basic outline of an IR surveillance system, but also the process by which the design is established, developed and finalised to meet the requirement. For a piece of equipment to meet the requirements of the military user, it must be engineered to achieve both the technical performance features, e.g. detection range against targets, and the operational requirements, such as portability, ruggedness and logistics. All the requirements must be met at an acceptable cost. The key to the design process realising a successful equipment is system engineering. The essential infrared and data processing functions are crucial but unless tied to an equal consideration of economics, ergonomics and logistics, they will result in a working but unusable piece of equipment. Before describing the Surveillance System and highlighting some of the design trade-offs which were necessary, a short overview of the current state of IR system capabilities will be given.
