Rand's Strategy Assessment Center (RSAC) is developing an operational prototype system for automated war gaming under a multiyear DoD contract. A major milestone in that work is the completion of an overall software design consistent with the ambitious RSAC concepts developed earlier. This briefing book gives an overview of the RSAC's software design and summarizes characteristics of the automated war gaming system. After a short review of basic concepts and requirements, it examines the RSAC software design from three different perspectives. The first perspective deals with system interfaces, describing the complex kinds of communication among the various RSAC system's software modules. The second perspective addresses the mechanism the system employs to permit communication among the agents. The third perspective examines the issue of system control, something of considerable interest to computer scientists.
