Increasing tactical emphasis on airborne Electronic Warfare (EW) has increased the requirement for the Air Force to evaluate the ECCM performance of current and future airborne radar systems. In the light of this requirement, the 4950th Test Wing, Wright-Patterson AFB, Ohio tasked The BDM Corporation to perform an ECCM/Advanced Radar Test Bed System Definition Study. This paper focuses on two prime areas. First, user requirements are summarized. Second, an instrumentation system design concept is presented. This proposed concept is a flexible, reprogrammable design with an extendable and modular architecture that provides the ability to rapidly and economically meet new, changing, and increasing requirements. A key feature of the design concept is generic, computer-controlled engineer stations which provide built-in redundancy and the inherent ability to accommodate new and/or changing requirements.
