One can say in general that for traffic management a wide variety of functions is available. These have very much in common. All will either affect driver behaviour (by enforcement or advise), inform traffic control operators or do both. Nearly all actions/functions will be based upon the actual traffic situation, with or without reference to historical data. In complex systems it is difficult to define to what extend which functions attribute to the results, and what the costs are of one function. The Dutch MCSS is designed as a complete Motorway management system comprising all sorts of functions necessary.Which functions are actually operational depends on the situation, i.e. on traffic flow and site. But functions not only have such practical elements in common. For all these functions also holds that to be successful, they must meet human engineering requirements like acceptability and credibility.
