Bangkok, the capital city of Thailand, has a population of some 6 million. Due to the combination of land use, network and activity patterns, the major junctions have very high flows sustained for over 12 hours per day, often with no pronounced directional peaks, and with 50 % or more of traffic turning. Although all 200 plus signalised junctions have fixed time controllers, it has been common practice for some time for the police to switch the controllers to manual for several hours per day. A vicious circle has thus been established whereby th4e police cannot relinquish control because of the lack of appropriate settings,and the traffic engineers do not update the settings, partly because of lack of manpower,and partly because they know the police would be very loath to use them. The imminent installation of a UTC system to control all 200 signals provides an impetus to breaking this circle, and one of the purposes of the study reported here was to demonstrate to the police that it was, in fact, possible for fixed time signal control to cope at least as well as the police.
