Melbourne is unique among cities in Australia. It has an extensive and expanding tram network. Some 250 kms of track extend throughout the metropolitan area and this has been added to by some 8 kms over recent years. As part of a Government initiative to improve public transport facilities there has been a major emphasis on the provision of tram priority. This has been achieved by addressing three basic issues; changes to legislation, geometric changes to roadways to better separate vehicles and trams and by introducing signal priority. This signal priority has occurred whilst still implementing co-ordination for other vehicles using the signalised network. The SCRAM project has extended SACTS to facilitate public transport priority. This paper presents information on the methodology of achieving active tram priority within a dynamic co-ordinated signal environment. It outlines the inherent adaptability of the SCAT control system which facilitates priority and examines the utilisation of microprocessor local traffic controllers to obtain flexible tactical control.
