The SCOOT vehicle-responsive traffic signal control system described by Hunt et al, has how been commercially available for over four years. The research and development projects lasted over a period of almost 10 years and are an excellent example of cooperation between government and industry. The original ideas for SCOOT came from the TRRL who led the research project in Glasgow. The TCC division of the Department of Transport then managed the development project in Coventry which produced the first fully operational SCOOT system. The traffic signal system companies, Ferranti, GEC and Plessey were involved throughout both R and D and then made customised systems commercially available. So far 16 SCOOT systems have been sold including one in Hong Kong.
