This paper describes the development of Area Traffic Control (ATC) in Hong Kong and the pilot stage Electronic Road Pricing (ERP) project which was successfully completed in 1985. Both use 'state of the art' technology with extensive use of microprocessors together with a computer based control centre. The ATC system being installed on Hong Kong Island will be the first implementation of the 'SCOOT' traffic-responsive system outside the UK. The ERP pilot system showed for the first time that the robustness and security required of an automatic vehicle identification system in order to implement charging for road use is achievable. The next section describes the development of the ATC systems, and is followed by description of the technology of the ERP system. The final section reviews the current situation on the implementation of both systems.
