The implementation of ATC systems or other sophisticated traffic control systems in countries away from the manufacturing base is subject to special problems not normally encountered in a country like UK where there is a strong signal manufacturing industry and well established central and local government procedures. It is the aim of this paper to outline some of the factors which must be taken into account. The author has been working in the field of ATC for some 15 years, in UK, Hong Kong and most recently Bangkok, and it is during this latter period that many of the points made have been particularly evident.
