On January 1st 1985 Switzerland has inaugurated a new system of annual Autobahn tolls. Instead of using tollgates to collect tolls, an annual window sticker-label is offered for sale to all Autobahn users. If a vehicle requires the sticker for only one day the full annual fee will still be required. Autobahn exits are not to be controlled and during 1985 the surveillance is being carried out visually at various locations along the Autobahn. This no easy task at the 80 mph turnpike speed limit. The virtues of electronic surveillance of the sticker is the subject of this paper. The goal is to substantially increase the toll revenue by an estimated SFr 48 million to over 170 million, taking advantage of a more rigid enforcement capability. Several proposals for systems using a diode and wiring embedded in the sticker are analysed. The manufacturing cost of 7 million stickers a year must of course be minimized whilst the detection equipment may be relatively expensive as only a few sets will be required. The use of modified police speed radar devices to detect the sticker is contemplated. The diode and circuit on the sticker will modify the returned radar signals in such a way that detection at a range of 20 meters is practical. Stickers for succeeding years will be coded, so that expired stickers will not be recognised as valid.
