Today vehicle location of patrol cars is made by speech via radio channels. From an automatic vehicle location (AVL) system the law enforcement agencies (LEA) except - more effective command and control - less voice band congestion because of the digital communications - reduction in response time - improved officer safety - better supervision of the force in special cases (e.g. crime attack, demonstrations, round-ups etc.). The law enforcement agencies have the following requirements at an automatic vehicle location system - accuracy of 50 m down town (CEP) - accuracy of hundred meters in the suburbans - cost-effective system - acceptance by police personnel - convenient to handle - solid and robust equipment - easy to service and to repair - convenient adaptable to the existant radio equipment.
