While not often very visible, the FAA operates perhaps the largest civil telecommunications system in the Federal sector. The divestiture of ATandT has had a major impact on the planning and operation of this system - an impact so dramatic that the FAA is now in the process of upgrading, modernizing, and rethinking the architecture of its whole network. This paper outlines some of the ingredients in those considerations and discusses FAA's overall approach to this problem.
