In the late 1980's, a NASA Scatterometer will be flown as part of the Navy Remote Ocean Sensing System. High resolution vector wind measurements will be collected during the planned three-year life of the mission. This paper briefly describes the design of the scatterometer instrument and an associated research-mode ground data processing system. Proposed post-launch verification activities are also summerized.
