The presently discussed proposals Mode S-Radar and TCAS are properly designed for surveillance and protection of the controlled airspace. At a glance the paper works out some aspects of the German airspace and some technical solutions to extend protection to the uncontrolled airspace by preventive Mode S-Services and by an effective TCAS I-design for General Aviation Application.
