TMS-II features are summarized as follows. (i) Vehicle detection is accomplished under a wider concept, the Vehicle Cluster, including an individual vehicle as a special case. Accordingly, it is also possible to measure trafic flow phenomena precisely, even when one vehicle is hidden behind another vehicle. (ii) In the image processing method, the Line-Differential method and the Clustering method are used, making it possible to precisely measure traffic congstion, whether vehicles are stopped or not, ect.. (iii) in image processing, a Video Pre-Processor and a Micro-Processing System are used. So, it is possible to measure traffic flow phenomena on a real time basis. The TMS-II prototype system has been implemented. Field experiments have been conducted on Hibiya Street and on the Tomei Expressway. The following results have been obtained from apreliminary analysis on the experiment results. (i) Vehicle cluster detection is rated at more than 97 percent. (ii) It takes about 0.5 second to calculate vehicle cluster data. (iii) It is possible to measure spatially distributed vehicle speed and queue tail point.
