The future expansion of air travel hinges upon development of improved air navigation. Of particular importance is the matter of the instrument or 'all weather' landing capability. In many places in this country, and elsewhere, present instrument landing systems (ILS) provide landing minimum substantially less than generally deemed necessary for reliable air carrier service. In high density areas, additional systems are needed while in more remote areas, special signal characteristics are required for terrain clearance. Unfortunately, the current ILS system lack the required accuracy and flexibility needed at those problem airports, and the current 40 channel capability frequently is insufficient to adequately serve our high density population centers.
