The business of C3 systems engineering is of growing concern in the Navy. Currently large investments are being made in land based test sites and engineering facilities. There are simular concerns at the OSD and JCS levels where numerous 'Joint Interface' programs have been initiated. NOSC has developed a C3 engineering laboratory for full spectrum C3 RDT and E efforts from systems analysis through final integration and testing. The pay-off from this investment is expected in three ways: Improved C3 systems design and development. An ability to develop C3 systems in an evolutionary manner with system improvements possible using a low cost approach. Reduction of costs for various programs by developing a single laboratory to satisfy the multiple C3 needs of the Navy.
