The report discusses experimental data and conclusions on the discharge of differentially charged surfaces, and spacecraft frame ground. Low energy ions and minutes of time appear to be required to discharge differentially charged surfaces. The discharge of spacecraft frame ground appears to be caused by two different plasma source modes, one by the ejection of energetic ions and electrons, and the other less understood, by the ejection of a net current low energy ions.
