This paper describes the reliability program conducted by Lockheed California Company during the Canadian CP-140 aircraft development and production phases. The program constraints such as: Low cost, small production run and large mix of off-the-shelf, modified and newly developed avionics equipment dictated the use of innovative and practical approaches in the reliability management aspect of the program. The operating procedures and the rationale for their formulation are described. Particular emphasis is placed on 'tailoring' the CP-140 reliability program to meet the above constraints while improving the reliability effectiveness over prior aircraft development programs. The goal was to ensure high system maturity by production completion even throuh only 18 aircraft are scheduled.
