FAA will focus its evaluation of two competing microwave landing system scanning techniques on six significant issues, which have emerged from approximately 70 originally selected for comparitive evaluation of conventional scanning-beam and doppler-scan techniques. They are: Multipath behaviour in severe airport environments, effectiveness of the "motion-averaging' technique for minimizing multipath problems, airborne equipment cost, ease and effectiveness of ground signal monitoring, technical uncertainties and risk involved, ground-based facility cost. Doppler scan technique now appears to be on equal terms with conventional scanning beam technology and may have a slight edge, at least spychologically, as a result of a last minute change in signal format adopted by the conventional scanning-beam working group.
