Federal Aviation Administration now believes that an upgraded version of the present ground-based air traffic control system will remain the backbone of US domestic operations and is not likely to be replaced by a spaceborne system until at least 1990. This timetable could be accelerated slightly if the space shuttle becomes operational in the early 1980s, opening the way to more economical deployment of very large satellites.
