This paper presents a brief description of the maritime policy model adopted in Brazil since the late 1960s. The recent deregulation is analysed, considering particularly the interdependence between shipbuilding and shipping policies. The economic benefit transfer flow, derived from that model, is estimated for two representative cases. The economic benefit concept and estimation are based on the method of Little and Mirrlees for economic appraisal of projects. The conclusion is that the Brazilian model of support to maritime industry implies net economic benefit transfer from the Brazilian importers to private maritime investors and shipbuilding domestic input suppliers.
