Navigational traffic conflict is a critical issue in shipping safety and traffic congestion management. Busy seaports are faced with the potential risk of navigational traffic conflicts due to increasing shipping volume and insufficient control on vessel movements. This paper focuses on the preplanning of conflict-free schedules for vessel arrivals within a seaport. The objective is achieved by a scheduling algorithm designed to eliminate potential conflicts under original vessel schedules with consideration of vessel priority as well as optimization task of delay minimization. A simulation study is developed for demonstrating and evaluating the algorithm for conflict resolution. The Port of Singapore is used as an example for model application.
