Toll roads have emerged as a one of solutions to consider traffic congestion in Indonesia. The ongoing development of toll roads aims to cater to the growing demands of the community for seamless mobility. These efforts are driven by the aspiration to encourage widespread adoption of toll roads alongside other transportation modes, particularly highways, to contribute significantly to alleviating Indonesia's traffic congestion. To realize this vision, a comprehensive assessment of road users’ Willingness to Pay (WTP) for toll road usage becomes imperative. WTP analysis considers multiple factors, including income, expenditure patterns, and travel behavior. Travel behavior reflects how individuals interact with transportation infrastructure based on their specific needs, exerting a substantial influence on travel frequency. This study investigates into the assessment of road users’ WTP for toll road utilization, with a primary focus on travel behavior. Employing probability analysis, we construct a binary logit model, synthesized from four distinct alternative models. Our research endeavors to establish probability values and determine WTP in response to toll tariff adjustments. These determinations are considered through inputting variable values into the equation model derived from binary logit analysis. The findings reveal distinct average probabilities across the models, ranging from 65.9% to 70%. These results provide valuable insights into road users’ WTP for toll road utilization, considering the nuances of travel behavior. Such insights can inform toll road policies, pricing strategies, and infrastructure development plans, contributing to more efficient traffic management and the sustained growth of Indonesia's transportation network.
