With the improvement of the world industrialization level and the vigorous development of information technology, UAV will play a major role in the future complex military battlefield. Firstly, based on the mathematical model of UAV, controllers are designed for seven basic maneuvers respectively. And intermediate control parameters similar to rod control parameters were generated as the instructions of constant scale controller. Based on this, the multi-level hierarchical structure of maneuvering integrated control system was given. According to the air combat decision conditions, the corresponding air combat superiority function is designed, and the comprehensive superiority evaluation function is created by choosing the appropriate weight value according to the air combat situation. Based on the method of reinforcement learning, the autonomous maneuver decision of UAV in close air combat is realized, and the simulation verification is carried out.
