Abstract This paper presents an overview of some of the factors that affect the mix of Reusable versus Expendable vehicles. In developing this overview, a qualitative look at the launch market requirements will be performed. The launch market requirements are broken down into four orbital markets or flight regimes: surface to low Earth orbit, orbital operations near Earth, operations at a distance from Earth and return, and deep space probes. The current need and future use of Reusable versus Expendable vehicles in these four flight regimes will be addressed and some ideas given on the infrastructure necessary to support viable space operations.
