Although various reliability measures are taken in the process of satellite design and development, a fault will still inevitably occur in the satellite in orbit, causing sudden or gradual deterioration of satellite. At present, restricted by the characteristics of satellite orbit and the geographic location of TT&C station, the ground station cannot track the whole satellite flight process in real time in many cases. Once the power system fails in the unobservable arc and receives no timely corrective measures, the fault may miss the best handling opportunity and thus endanger the satellite safety.
