The paper deals with the relevant problem: ensuring safety and sustainability of urban transport systems. Authors have considered existing positive world wide experience of both infrastructure and managerial solutions. Using the city of Naberezhnye Chelny as an example, a method is proposed for improving the safety of transport systems by improving cycle structures. To reach this, authors have conducted a study of the prospects for the development of bicycle transport in the city by caring out a survey of the population. On the basis of the conducted research, the effectiveness of the proposed solution for the development of bicycle transport was revealed. To implement this solution, the authors of the article have developed DSS for assessing the effectiveness and safety of infrastructure projects. Case study of Naberezhnye Chelny is an example of the implementation and the possibility of using the proposed DSS; however, this intelligent system is universal and can be applied to any city.
