The objective of this chapter is to develop a methodology to determine level of service (LOS) at signalized intersections, which is an overall assessment of intersection performance and the basis of input to Transportation Improvement Program (TIP) and Surface Transportation Program (STP). Intersection LOS can be determined in two ways, one of which is the procedure documented in Highway Capacity Manual (HCM) and the other is an empirical one through direct measurement in the field.
