Russian railroads are a major factor in the economic development of the regions. To date, they provide the volume of freight and passenger traffic and are a link between the territorial entities of the country, near and far abroad. In modern conditions, the transport efficiency criterion is the constant growth of the freight and passenger traffic volume, which ensures the economic links, thereby creating prerequisites for the socio-economic regional development. Therefore, the task of maintaining the technical condition of the railroads that meets modern conditions of science and technology, as well as their modernization is relevant, which is reflected in the objectives of the Strategy for the Development of Rail Transport in the Russian Federation until 2030. A comprehensive methodology for assessing the impact of modernization of railroads on the socio-economic regional development, based on the synthesis of theoretical and methodological tools, enabling to assess the socio-economic effectiveness of regional railway infrastructure development from the position of security and functional purpose and, on this basis, to achieve agreement on socio-economic and transport benchmarks in the design of regional development programs is proposed.
