The available area refers to the physical area in which the power and the network are independent of each other in the same area. The available areas in the same area are completely isolated and connected by low-latency links. China Railway Customer Service Center (12306) has a huge amount of data to deal with. How to solve the high load and high concurrent access faced by large websites has always been a recognized technical problem worldwide. This article changes the “two-site, three-center” hybrid cloud architecture used in the previous 12306 websites to deploy the available area nationwide. The main research uses principal component analysis and analytic hierarchy process to solve the problem of location selection of available areas. The experimental results show that Beijing, Shanghai, Chongqing, and Shenzhen have the highest scores and are most suitable for deploying available areas.
