Improving the efficiency of intersections and ensuring the priority passage of emergency vehicles, while not significantly affecting the travel efficiency of other vehicles, is crucial for maintaining both intersection traffic efficiency and emergency response capabilities. Existing studies on intersections with emergency vehicles often result in a significant sacrifice of the travel efficiency of other vehicles, making it difficult to balance the emergency vehicle’s priority with overall intersection efficiency. Based on the formation control method for fully flexible-lane unsignalized intersections, this paper further proposes a layered sorting method for intersections and a formation coordination structure adjustment method in the presence of emergency vehicles. Simulations show that this method can ensure the rapid and prioritized passage of emergency vehicles while minimizing their impact on surrounding vehicles, thereby balancing the overall traffic system’s efficiency.
