In motorcycle-dependent cities, internal combustion engine motorcycles (ICEMC) are considered the main source of pollution and need to be converted to electric vehicles (EV) to achieve sustainable development goals. Electric motorcycles (EMC) have demonstrated their popularity in the personal motorcycle segment, but their application in urban freight transport remains limited. By using an extended Theory of Planned Behavior (TPB) and linear regression, this paper explores factors influencing the use of EMC for delivery in Hanoi, a typical motorcycle-dependent city in Vietnam. Empirical analysis of 275 drivers in Hanoi reveals that Attitudes, Environmental concerns, Understanding of the EMC, Subjective norms, and Financial incentive policy positively influence the intention to use EMC for delivery services in Hanoi. Conversely, perceived risks of EMC, age, and daily travel distance present barriers to the electrification strategy of freight transport. The paper provides valuable insights for green policymakers, EMC manufacturers, and urban freight service providers.
