Low-altitude flight behavior is more complex, and there are many indicators that affect flight safety. For Unmanned Aerial Vehicle (UAV), flying at low altitude will face such big safety problems. In this paper, a safety evaluation index system for UAV is developed from perspective of safety management, The analytic hierarchy process (AHP) is used to determine weight of each evaluation index, and combined with the extension comprehensive evaluation theory, safety assessment of UAV in low altitude airspace is realized. Finally, taking a light UAV as an example, its flight safety during low-altitude mission is evaluated, and the safety level of UAV is obtained.
