In order to make up for the shortcomings of the existing allocation methods that do not consider the utilization rate of the transportation resources and the timeliness of the empty car allocation, based on the traditional mathematical model of empty car allocation, this paper puts forward an empty car allocation model and its solution algorithm based on time constraint. By using the available empty cars at the emptying station reasonably, the empty and loaded vehicles are combined to optimize the allocation, The results show that the model is correct and the algorithm is reasonable.
