The “Silk Road Economic Belt” effectively promotes trade connectivity among countries and regions along the Eurasian continent. The construction of cross-border freight infrastructure is the realistic foundation of trade interconnection. As a part of infrastructure construction, the rational layout and efficient operation of freight relationship networks are very important for the development of trade. Therefore, we study the robustness analysis and optimization method of the double-layer freight relationship network of “The Silk Road Economic Belt”. Considering the geospatial characteristics of the freighted relationship and the speed difference between railway and air transportation, a double-layer freight relationship network is constructed, and transportation distance is taken as weight. On this basis, deliberately attack different proportions of railway and airlines in the double-layer freight relationship network from large to small according to the weight of the edge. From the practical significance, taking transportation efficiency and transportation cost as important indicators to measure the robustness of the freight relationship network, the robustness of the double-layer freight relationship network is analyzed. Finally, a multi-objective model is constructed to optimize the robustness of the double-layer freight relationship network. To provide a reference for the cross-border transportation planning of “The Silk Road Economic Belt”.
