Abstract The Centre for Tunnel Safety has developed an integral safety philosophy for road tunnels. This safety philosophy takes into account not only technical measures and safety management, but also self rescue and emergency preparation and response. To support the quantification of risks a calculation model has been developed. The model includes vehicle fires, spills of dangerous goods, traffic jams, the effects of incident detection, ventilation strategies and automatic or operator intervention as well as the escape possibilities of the road users. The calculation model is imported in a computer application.
