The operation safety of the civil aircraft at plateau airports is a hot topic in civil aviation. In the terminal area of plateau airports, the navigation performance of the aircraft is easily affected by complex terrain and varied climate, and the single sensor’s altitude information is unreliable, which threatens flight safety. Therefore, in order to guarantee the safety and reliability of civil aircrafts in vertical direction under the complex environment, this paper constructed a unified model of altitude datum for heterogeneous sensors and proposed a relative/absolute altitude fusion method based on terrain state recurrence and barometric altitude assistance. It sets terrain height to a state and integrates atmospheric data system and radio altimeter with inertial navigation system simultaneously, which improves the vertical accuracy and estimates the terrain height effectively. In conclusion, this method can ensure the vertical safety of the civil aircraft flying under the complex environment of plateau airports.
