Abstract The paper describes necessary and sufficient conditions of approximate controllability in Hilbert space Rn×L2 for general linear systems of retarded functional differential equations. These conditions generalize earlier results of [16], and are stated in an algebraic form. Similar conditions for F-controllability and observability are described. Proofs of these results are deferred to other papers [12][13].
