The study presents the local geometric characteristics of graded networks and describes an innovative method of presenting graded networks – the tuple method – by means of the local characteristics organized by special tuples. The authors suggested the method for presenting organization networks, which fully complies with the requirements for coherence, algorithmic simplicity, clarity and efficiency. The choice of a motorway on the prospective residential area developments requires such a layout which satisfies the planning requirements for urban streets in terms of the best performance factors of the automobile transportation and traffic safety. Each road layout is determined by various conditions, such as the historical street network, production, geomorphologic, ecological, hydrological, and other factors which impact the formation of a design road network. These data can be used for forecasting growth opportunities and the final layout of an urban territory. The authors also suggested the method of ecological and energy analysis in order to determine the radius (remoteness) of designed bypass roads around the urban areas of Group 1 according to the classification approved. This method is called the simultaneous access method. The travel time ratio between the given points (along the bypass roads and urban streets) was taken as an indicator for the ecological and energy substantiation of the bypass road radius. The research is based on the method of simultaneous access which has been used for the ecological and energy substantiation of the designed bypass roads for linear residential areas (Groups II and III).
