In this paper, definitions of degree of controllability/observability, which are defined based on a scalar value dependent on the controllability/observability Grammian matrix, are presented for discrete-time systems. The concepts of degree of controllability/observability are applied to the actuator/sensor placement problem for thin flexible orbiting square platforms. The LQG transient time responses for several typical systems with different degrees of controllability and observability are also displayed.
