Air transportation system involves three aspects: air traffic control, airlines and airports, but at present, the solution to abnormal flights only depends on air traffic control. This paper studies the second time slot assignment problem under the airline CDM mechanism. Firstly, RBS algorithm is used to allocate flights for the first time, then a new algorithm is proposed to allocate time slots for the second time by combining compression algorithm and fixed priority TTC algorithm, and this algorithm and genetic algorithm are used to solve the model at the same time. Finally, the actual data of a domestic airport is used for simulation verification. The results show that compared with RBS algorithm and genetic algorithm, the proposed algorithm can not only reduce the delay cost, but also balance the average delay cost of different airlines.
